The Token Bucket rate limiter is one of the most popular algorithms for controlling the number of requests sent to a server. It works by maintaining a virtual bucket that holds a fixed number of tokens, which are refilled at a constant rate over time.

Each request consumes a token to be processed. If the bucket has no available tokens, the request is delayed or discarded depending on the implementation.

Visually, the behavior is simple: the bucket has a maximum token capacity, for example 5. When a request arrives, it checks whether at least one token is available. If so, a token is consumed and the request is allowed. If there are no tokens, the request is denied or queued.

In parallel, the system refills the bucket with new tokens at a fixed rate, for example 3 tokens per second. The bucket never exceeds its maximum capacity, so any tokens above capacity are lost.

Practical example: initially, the bucket is full with 5 tokens. In one second, 3 requests arrive and each consumes a token, leaving 2. In that same second, 5 more requests arrive. Only the first two can be served with the remaining tokens; the remaining three will be rejected or delayed due to lack of tokens. No more requests will be served until the refill process adds tokens again.

The refill mechanism periodically adds tokens according to the configured rate. For example, at 1.00 seconds, 3 tokens are added, and a request arriving right after consumes one of those tokens. If there are no requests for several seconds, the bucket accumulates tokens until it reaches its maximum capacity, allowing it to absorb traffic spikes when they arrive.

In terms of implementation, it is useful to separate four key components: bucket capacity, which defines the maximum number of tokens; refill rate, which indicates how many tokens to add per second; token consumption per request; and the refill logic, which calculates how many tokens to add based on the time elapsed since the last refill.

A thread-safe implementation typically maintains a token counter and a timestamp of the last refill. When a request arrives, the elapsed time since the last update is calculated, the tokens to add are computed by multiplying the elapsed seconds by the refill rate, the counter is updated respecting the maximum capacity, and the timestamp is updated. If after the refill there is at least one token, it is consumed and the request is allowed; otherwise, it is denied.

To simulate the behavior, you can create an example where the capacity is 5 and the refill rate is 3 tokens per second. Ten requests are generated with 100-millisecond pauses between them. The limiter will allow or reject each request based on token availability at each moment, showing how burst protection and sustained limits combine.

Possible improvements and operational considerations include supporting fractional rates using nanoseconds for greater precision, offering options to queue requests instead of rejecting them, implementing metrics and alerts on rejections, and distributing the limiter state in multi-instance environments through centralized storage or coordinated algorithms.
